【摘要】:ImportanceofPrequalification8212;Forrequiredaccuracyoftestresultsandreliabilityofcertification,itisessentialthattestinglaboratoriesbeprequalified.Thispracticeestablishesthosequalifications.ContractualRelationships:Althoughtestinglaboratoriesmaybequalifiedinaccordancewiththispractice,itisimportantforthecontractingauthoritytoconsidertherelationshipofthetestinglaboratorywithotherinterestedpartiesbeforeengagingthelaboratorytoperformthetesting.Theotherinterestedpartiesintheprojectusuallyconsistofthemanufacturerofthematerialtobetested,thecontractor(bidder),theowneroftheproject(userandcontractingauthority),andthearchitectwhoservesastheowner''sagentinpreparingthecontractdocuments.Manysealantmanufacturershavetheirownqualifiedtestingfacilitiesthatareusedtoconductresearchandmaintainqualitycontroloftheirproducts.Generally,thecompaniesthathavesuchfacilitiesarewillingtocertifyastotheperformancestandardswithwhichtheirproductscomply.Thecontractingauthorityshoulddetermineifthereareconflictinginterestsinsucharelationship.Thecontractingauthoritymaypreferthattheproducttestingtoascertainconformancewithspecificperformancestandardsandthereportingofsuchtestingbeperformedbyaqualifiedbutindependenttestinglaboratory.Thecontractdocumentsshouldmakethisrequirementknownsothatbidderscanbidaccordingly.Thetestingofeachcaulkingandsealantforeachandeveryprojectcanbecostly.Onasmallbuildingproject,thecostoftesting,ifrequired,maybemorethanthecostofthesealantmaterials.Onalargeproject,ontheotherhand,thecostoftestingasealantwithaccompanyingcertificationbyaqualifiedindependenttestinglaboratorymaybesmallincomparisontothesealantmaterialsandcommensuratewiththeassurancesdesiredbythecontractingauthority.RequirementsinContractDocuments:Inadditiontospecifyingtheperformancestandardsthatthecaulkingandsealantstobeusedonaprojectshallbeincompliancewith,statethatproofofcomplianceshallbeintheformofcertificationbyatestinglaboratorymeetingtherequirementsofthispractice.Ifthecontractingauthoritydesiresthatthetestingandcertificationbebyanindependenttestinglaboratorythisadditionalrequirementshouldbeincludedwiththerequirementsstatedin4.3.1.1.1Thispracticedescribesthequalifications,includingminimumrequirementsforpersonnelandequipment,duties,responsibilities,andservicesofindependentcommercialmaterialstestinglaboratoriesengagedinthetestingofcaulkingandsealantsusedinbuildingconstruction.1.2Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.1.3ThesubcommitteewithjurisdictionofthisstandardisnotawareofanysimilarorequivalentISOstandard.
